The collection contains the manuscript of a speech given by Brown in August 1892 at an Old Settlers meeting in Broad Ripple outside of Indianapolis. The speech describes some of the ways in which early (1820-1830) Indiana and Indianapolis were governed.

Brown was born in Rush County, Ind., and moved to Indianapolis in 1837 with his family. His father, William J. Brown, was a politician, and Brown followed his father into Democratic politics. Brown worked with his father on the STATE SENTINEL, was appointed collector of internal revenue for Indiana in 1866, and in 1877 was clerk of Marion County.
